CAI is seeking a highly motivated professional for the full-time position of Project Director of Health Systems Improvement. The Project Director, Health Systems Improvement provides day-to-day management and coordination for all deliverables associated with the New York State Center of Excellence for Health Systems Improvement (COE for HSI) for a Tobacco-Free New York project, funded by the New York State Department of Health (NYS DOH). The COE for HSI serves as a resource to regional grantee organizations throughout NYS in their work to utilize systems-level strategies to promote the adoption of evidence-based tobacco dependence treatment at community health centers, mental health treatment facilities, and other health care organizations that serve disproportionately affected populations. Responsibilities include coordination of all project activities, as well as providing leadership and expertise in the planning, delivery, coordination and evaluation of remote, web-based, and face-to-face capacity-building training and technical support to 10 regional contractors and other stakeholders. The preference is for this position to be NYC or NYS-based, but we are open to remote candidates based elsewhere in the U.S.

MAJOR TASKS AND RESPONSIBILITIES:

· Provide day-to-day direction, management, and vision for all activities associated with administering and managing the COE for HSI, including overseeing daily operations, and responding to requests from NYS DOH and regional grantees about project activities.

· Stay up to date on emerging data and research related to promoting systems change and tobacco rates/trends and associated morbidities.

· Develop, as part of a team, curriculum, tools, and resources to support grantees in providing systems strengthening TA and promoting implementation of evidence-based clinical practices (e.g., case studies, research papers, information briefs, toolkits related to evidence-based and innovative practices).

· Provide technical assistance and coaching to regional grantees to support their work with integrating evidence-based tobacco dependence screening and treatment into standard delivery of care at partnering health systems.

· Provide oversight of a Statewide Stakeholder Workgroup of high-level state agency leaders to promote large-scale systems and policy change efforts within regional and statewide health systems.

· Establish and provide oversite for health systems related workgroups as needed to meet CoE-HSI deliverables

· Work with CAI Communications Department to coordinate the implementation of an evidence-based communication and marketing campaign focused on healthcare agency administrators and the healthcare delivery team to motivate, inspire action, and promote ownership of Tobacco Dependence Treatment activities.

· Manage, in partnership with Director of Communications, and write content for the COE for HSI website, quarterly newsletters, letters of opinion, and press releases.

· Work with consultants and other project staff to develop products and tools that will support regional grantees in their work with community health centers, mental health treatment facilities, and other health care organizations.

· Coordinate and plan all aspects of project-related meetings, technical assistance/coaching sessions, conference calls, and webinars.

· Draft and disseminate high-level meeting minutes and reference notes.

· Respond to all NYS DOH reporting requirements, and support budget management responsibilities.

· Other duties as necessary/assigned.

EDUCATION, QUALIFICATIONS, CREDENTIALS & SKILLS:

· Masters-level degree and/or a minimum of 5 years combined (training and field) experience in health policy, public health, and/or health care operations.

· In-depth understanding of the current healthcare delivery and financing landscape in New York State, including familiarity with Medicaid, New York State Delivery System Reform Incentive Payment (DSRIP), meaningful use, electronic health records, and billing and reimbursement.

· Familiarity with evidence-based smoking cessation interventions and/or populations disproportionately impacted by tobacco use and tobacco-related illness, Electronic Nicotine Delivery Systems, and health systems improvement principles.

· Applied and practical experience in the design and delivery of technical assistance

· Knowledge of quality improvement and the principles of performance management to improve patient and community outcomes.

· Excellent analytic, strategic thinking and presentation skills including interpersonal, as well as oral and written communications skills.

· Excellent planning skills, extremely organized, and ability to multi-task.

· Demonstrated skills in project coordination and project management.

· Ability to work both independently and as part of an interdisciplinary team.

· Advanced knowledge of Microsoft Word/Excel/Access/PowerPoint/Outlook required.
