Project Overview and Role:

To support a large, growing portfolio of technical assistance to Latin American countries in support of their COVID-19 responses, Palladium seeks several consultants to provide short-term, on-demand technical assistance for Ministries of Health, health facilities, and community-based health workers. The consultants will support implementation of COVID-19 response activities under the USAID-funded Health Policy Plus (HP+) project and other global health projects as needs arise. Palladium anticipates hiring consultants with a variety of areas of expertise, including intensive care, nursing, infectious disease surveillance, national vaccine programming.

The consultants will serve as an organization expert providing subject matter expertise and technical and strategic support, and for specific focus areas, including but not limited to COVID-19 clinical guidelines, protocols and SOPs development and implementation support, clinical training and mentoring, , and monitoring and evaluation. The consultants will also provide clinical guidance on related program and policy implementation addressing COVID-19. Consultants will collaborate with Palladium staff in Honduras, El Salvador, the United States, and other countries as needed. All technical assistance will be virtual; no travel is required.

Required Qualifications:

Areas of sought expertise include:

  • Education and training: either physician, nurse, or health systems/policy expert
  • Native or bilingual fluency in Spanish
  • Ability to provide clinical guidance and direction on the strategic approach to addressing the COVID pandemic through the provision of accessible, high-quality prevention, mitigation and care services in a variety of resource-limited settings
  • Clinical infectious disease experience, preferably including COVID-19 care
  • Experience in Health security and epidemic response
  • Extensive knowledge of vaccine rollout, management, and monitoring
  • Understanding of working and supporting varying levels of clinical staff including training and mentoring programs
  • Understanding of health systems challenges in developing country contexts
  • Clear and effective writing and oral communication skills, including significant experience with report development and delivering oral presentations supported by PowerPoint slides
  • Ability to present complex information to diverse audiences
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
  • Professional and mature demeanor and conduct
  • Ability to take initiative and/or respond independently to situations
  • Works well with limited oversight and with diverse cross-cultural groups, partners, and colleagues

Selection Criteria:

Experience (50%)

  • Clinical infectious disease experience, preferably including COVID-19 care
  • Experience of extensive knowledge of vaccine rollout, management, and monitoring
  • Understanding of working and supporting varying levels of clinical staff including training and mentoring programs
  • Understanding of health systems challenges in developing country contexts

Technical (30%)

  • Education and clinical training e.g. physician, nurse, or public health systems/policy expert
  • Ability to provide clinical guidance and direction on the strategic approach to addressing the COVID pandemic through the provision of accessible, high-quality prevention, mitigation and care services in a variety of resource-limited settings
  • Advanced computer skills in MS Office (Excel, Word, Power Point)
  • English and Spanish proficiency is preferred.
