Headquartered in McLean, VA, Solv is a nationwide small business that supports the mission of government and commercial clients by providing sustainable solutions based on sound planning, engineering, science, economic, and management principles. Solv has an immediate need for an Environmental Planning Specialist to provide full-time support for watershed planning and other environmental and resilience efforts of federal clients in the Washington, DC metropolitan area and other locations nationwide.
Candidates must have 7 to 10 years of experience developing and reviewing National Environmental Policy Act (NEPA) environmental assessments (EA) and environmental impact statements (EIS); planning reports; plans of work; engineering assessments; economic investigations and reports; interdisciplinary watershed plans; and other technical reports.
Candidates must also have 7 to 10 years of experience in three or more of the following areas:
· Providing technical advice and training for water resources planning;
· Coordinating the planning or technical review of water supply, flood damage reduction, agricultural water supply, irrigation, and ecosystem restoration projects;
· National Flood Insurance Program (NFIP);
· Clean Water Act (CWA);
· Endangered Species Act (ESA); and
· National Historic Preservation Act (NHPA).
Familiarity with the following is preferred but not required:
· Economic and Environmental Principles and Guidelines for Water and Related Land Implementation Studies (P&G); and
· Principles and Requirements for Federal Investments in Water Resources (PR&G).
Ideal candidates will have experience integrating interdisciplinary considerations into water resource and conservation practice planning and policy documents at the local, state, and federal program scale. She/He will be familiar with watershed planning in accordance with federal laws, regulations and other federal agency-specific programmatic practices. She/He will have experience leading interdisciplinary teams to accomplish technically and programmatically sound planning documents, reviews, and reports. Experience working with the Natural Resource Conservation Service, Bureau of Reclamation, or the Army Corps of Engineers is desired.
Candidates must have a BS in Water Resources Science, Watershed Science, Hydrology, Geology/Hydrogeology, Biology, Ecology, Natural Resources Management, Environmental Science, Environmental Engineering or a related degree. An MS degree in Urban and Regional Planning (preferably with an environmental concentration), Urban and Environmental Planning, or related discipline is preferred. Coursework or experience in economic analysis is also a plus. All candidates must possess outstanding oral and written communications skills.
